Vem betalar kostnader för umgänge?
Hi, My question is more about the time and efforts for an umgange to happen when both parents live very far way (500km): who of the both parents needs to spend of their free time and put finances and efforts to travel every second weekend with the child between the both towns (a trip which is 6h one direction)?

Frågor om umgänge regleras främst i föräldrabalken (FB) och det är således hit jag hänvisar svaren.
När det gäller umgängesrätten är utgångspunkten alltid att barnet mår bra utav att ha ett umgänge med båda föräldrarna. Detta framgår av att barnet sägs ha en "rätt till umgänge med båda föräldrarna" (6 kap. 15 § FB).
Av samma paragraf framgår även att det är föräldrarnas gemensamma ansvar att se till så att umgänget fungerar på ett bra sätt (6 kap. 15 § 2 st. FB). Det finns dock ingen uttrycklig bestämmelse för vem som ska köra barnet eller stå för kostnaderna i det fallet att barnet bor hos båda föräldrarna. Däremot om barnet bara bor med den ena föräldern är det denna som också ska stå för kostnaderna om ingenting annat bör gälla med hänsyn till föräldrarnas ekonomi (exempelvis att den föräldern som bara är umgängesförälder har klart bättre ekonomi) (6 kap. 15b § FB).
Så vad ska föräldrarna göra?
Eftersom det inte uttryckligen finns någon bestämmelse om vem som ska ansvara för umgänget mer än att det ska göras av båda föräldrarna blir min rekommendation att föräldrarna får försöka komma överens så gott de kan genom att samtala med varandra. Kan inte föräldrarna komma överens har de rätt till att få hjälp med sin överenskommelse (6 kap. 17a § FB). Denna hjälp ska hemkommunen stå för (5 kap. 3 § socialtjänstlagen).

Questions regarding "umgänge" will be answered by refering to "föräldrabalken" (FB).
When it comes to "umgänge" principal rule is that the child is best of by having contact with both parents. This is statued by "the child has a right to "umgänge" with both parents" (6th chapter 15 § FB).
By the same paragraph it is also possible to read that it is both parent's responsibility to make sure that the child has contact with both parents. However, it does not statue which one of them who are responsible to drive the child between them, atleast not when the child lives with both parents. If the child only lives with one of them, it is that parent's responsibility to also pay for the trips if its not unreasonable (for example if the other parent is a lot more wealthy) (6th chapter 15b § FB).
What should the parents do then?
Since no law clearly points to which of the parents who have the responsibility, my recommendation to the parents is to try to solve it on their own by communicating with eachother. If they despite that are not able to find an agreement, they can turn to their home municipality who have a responsibility to help them in order to find an agreement (6th chapter 17a § FB & 5th chapter 3 § socialtjänstlagen).
